Why does Facebook look like a site from 1998?

It's is the ugliest site I have ever seen... The layout and where everything is placed is next to picture perfect! But why are there no gradients, smoothed out lines, fading, glosses...ect.? It looks like something you can draw quickly with a box tool on MS paint!
