firstly the plural of cactus is cacti...secondly it all depends on which type of cacti you are referring to ,some cacti flower as a normal succulent would ,some flower as flowers do ,photosynthesis occurs on any green area of the plant ,its a chlorophyll thing and to answer the last question ,i think so
